OWNER: Dodge County hereby gives notice that sealed bids will be received at the Dodge County Highway Commission’s Office for furnishing all labor, materials, tools, and equipment necessary for Dodge County Highway Department Neosho Salt Shed - Project #281-N307. The work for which bids are asked includes the following:

SCOPE OF WORK: The work for which bids are asked includes, but not necessarily limited to, furnishing all labor, materials, tools, and equipment necessary for the Dodge County Highway Department Neosho Salt Shed - Project #281-N307 located at 271 W. Lehman, Neosho, WI 53059 respectively. The bid will include construction of a 6,500 SF salt shed with reinforced concrete foundation walls, pre-engineered tensioned fabric roof structure, fabric door, and electrical. All work will be issued under a single prime contract for general construction.

TIME: Sealed bids will be received at the Highway Commission’s Office until May 11, 2023, 2:00 PM CST. After the official bid closing time, the bids will be publicly opened and read aloud in the County Highway Commission’s Conference Room, 211 E. Center Street, Juneau WI. 

BIDS: All bids shall be addressed to Dodge County Highway Commission, 211 E Center Street, Juneau, WI 53039, and shall be enclosed in a SEALED ENVELOPE, marked with the name and address of the
bidder, project title, and the contract number for which the bid is being submitted. All bidders shall bid in accordance with, and shall bid upon the bid forms included in the Contract Documents.

BIDDING DOCUMENTS: The Bidding Documents will be on file after April 20, 2023, for inspection at the office of the architect, Angus-Young, 555 S. River St., Janesville, WI. The Bidding Documents may be
obtained after April 20, 2023 by applying to:

Electronic Bidding documents may be obtained on Angus Young Associates FTP website by contacting the office on 4/20/2023 or by phone (608) 756-2326. A deposit will not be required for use of the
electronic format bidding documents. All contractors are responsible for the viewing/downloading of the correct documents for the purpose of providing a sufficient bid. As holders of these documents, you are acknowledging your requirements to obtain any addenda or other materials prior to bidding and/or construction of the project. Because the Owner and Angus Young Associates has no control over the means of printing these documents, you take the responsibility for verifying that you have all documents
and that they have been printed correctly.

PRE-BID SITE VISIT; A pre-bid meeting is not planned for this project. Bidders may contact Brian Field, Dodge County Highway Commissioner, at (920) 386-3653 for site access during normal operating hours. Failure to visit the site or failure to examine any and all Contract Documents will in no way relieve the successful bidder from necessity of furnishing any materials or equipment, or performing any work, that may be required to complete the work in accordance with the Drawings and Project Manual. Neglect of the above requirements will not be accepted as reason for delay in the work or additional compensation.

LEGAL PROVISIONS: The contract letting shall be subject to the provisions of Sections 66.0901, 66.0903 and 779.16 of the Wisconsin Statutes.

WAGE RATES: Prevailing wage rates are not applicable to this project. 2015 Wisconsin Act 55 (the budget bill) repealed the state prevailing wage law for local governmental units such as villages, towns, cities, school districts, or sewerage districts effective January 1, 2017.

BID SECURITY: A certified check or satisfactory Bid Bond payable to Dodge County in the amount of 5% of the bid shall accompany each bid as a guarantee. If the bid is accepted, the bidder will execute and file the Agreement, the Contract Performance Bond and Payment Bond, as required by the Contract Documents, within ten (10) days after the Notice of Award of the Contract by Dodge County. Failure on the part of the bidder to do so will result in forfeiture of the bidder's certified check or Bid Bond to Dodge County as liquidated damages.

CONTRACT SECURITY: The bidder to whom a Contract is awarded shall be required to furnish both a Performance Bond and a Payment Bond acceptable to the Dodge County for 100% of the Contract Price for each of the above Bonds, in accordance with the requirements of the Contract Documents.

BID REJECTION: Dodge County reserves the right to reject any and all bids, waive any informalities in bidding, or to accept the bid or bids, which best serve the interests of the Dodge County.

BID WITHDRAWAL: No bid shall be withdrawn for a period of sixty (60) days after the schedule opening of the bids without the consent of the Owner or Architect.
